The Advisory Council held its first meeting at Z.C. headquarters meeting attended hall . The meeting atterded by the Z.C. Trustee General. The meeting discussed Z.C. five plan 2007 and issued number of directives in the plan in order to reflect the hopes and aspirations of Z.C. in the Sudan .
It is worth mentioning that establishment of the Z.C. Advisory Council was under resolution No.54 for the year 2006 that created the center for information and strategic planning of Z.C. Obviously information has become the major factor to success of any organization due to its importance in making the right decision which leads to raise the efficiency of performance, and in accordance with technical development of information it has become it used in planning its propgrams and activities in the light of components of scientific management in any organization, where one of the pillars of growth and development and the basic science and knowledge that leads to developing strategic plans for the organization.
Justification for establishment of strategic planning and informatcenter.
1- The importance of information as an essential factor in the success of the Z.C. ,as the flow of information in a timely manner and in appropriate text represents an effective element in the decision- making, and thus the availability of sufficient information within the framework of appropriate management systems can achieve the goals of Z.C. effectively .
2- The startgic planning is one of the modern world necessities and a means for development of great importance .The State given it goals in cear and scientific manner that ensure the continuity of performance of Z.C. effectively.without carefully and properly scientific planning in the context of globalization experienced by the world we can not be able to conduct our business efficiently. In accordance with above reasons Z.C. has decided to establish general administration called strategic planning and information center with following departments.
1- Department of Statistics and information.
2- Unit of measurement and evaluation.
3- Other department which will be established with the consent of Z.C. Trustee- General.
The formation of an Advisory Concil for strategic planning headed by Z.C. Trustee General and the Council includes experts in the field of economics, management , development, planning, social activities and Figh (juriprudence) The Council shall meet three times a year to develop general . the guidelines to address poverty and plans ratification and evaluation.
The center tasks and functions:-
1- Preparation of guidelines of general policies and plans of Z.C. and benefit from past experience , ten-year plans and the strategic plan of the Government.
2- Preparation of social and economical studies related to the development of Z.C. performance.
3- Collection and provision the necessary information to support decision making.
4- Development of the information network and its databases ,and an electronic link to all Z.C. Units at the federal and State level.
5- Administrative and technical supervision over computer network and seeking its development.
6- Follwing-up and evaluating of Z.C. strategic plan.
7- Developing the main features of Z.C. strategic plan in accordance with strategic planning Council.
8- Counducting surveys of Zakat payers and deserving people and preparation of records for them in addition to strengthening the capacity of jibayah (collection) and Masarif (disbursement) staff in conducting such studies
9- Following-up the suitability of work systems and its ability to achieve the Z.C.functions and objectives.
10- Upgrade Z.C. staff technological and technical capacities to cope with globalization to reach electronical performance in coordination with training department and High Institute of Zakat Sciences
11- Perparation of Z.C. total performance reports and analytical reports and and developing appropriate recommendations.
12- Cooperation and coordination with all relevant agencies and Institutions within and outside the Sudan.
13- Any other tasks assigned to the center.
